I’ve tried on and returned a number of off-the-shoulder ruffle dresses in light blue this summer, and the only clear winner to have emerged is the Chorus Petite Ruffle Off The Shoulder Dress in Blue, which has just been restocked and is on sale. The style fits true to size—the dress in XXS fits me well, though anyone taller or leggier than me may want to size up for the extra length. It is also available as a top.
