The simplest way to quickly shorten the length of a dress (in order to lend it versatility) is to belt the dress at your high waist, pull a section of fabric below the belt upward, and fold down the excess fabric to conceal the belt (visual aid below).

This handy trick will, however, not work well on dresses with a defined waist. I find that it works best with dresses made from double-knitted jersey fabrics or those constructed out of heavier materials.
